Titus 1:10-16
Paul warns here about false teachers, especially those with a Jewish background who were insisting that a person must obey the Jewish laws before they could be saved. God does not demand works of any kind in order to be saved. Even later in this book of Titus we find this truth: "He saved us, not because of the righteous things we had done, but because of his mercy. He washed away our sins, giving us a new birth and new life through the Holy Spirit." (Titus 3:5) Paul encourages Titus to reprimand these false teachers sternly.
"Everything is pure to those whose hearts are pure. But nothing is pure to those who are corrupt and unbelieving, because their minds and consciences are corrupted." v. 15 This is still referring primarily to the false teachers and wrong teaching. Some of the Jewish laws involved food and ceremonial cleansing along with circumcision. True believers who trust the truth of God's Word know that these outward rituals do not make us clean. We are clean because we have trusted Christ for the cleansing and forgiveness of our sins. I think we could make a secondary application here that when we are right with God and we turn our thoughts to Him and His Word, we can see the good and positive all around us. By contrast, unbelievers tend to find evil in everything they see and hear.

God's Word helps us avoid shame. v. 31
God's Word expands our understanding. v. 32
